Property Team (Leasing & Grants)

KiwiRail Property Team

The KiwiRail Property Team manages access to KiwiRail land outside the operational rail corridor. If your work involves installing assets, occupying land, or using KiwiRail property for any ongoing purpose, you may need a formal property agreement.

This agreement must be in place before you apply for a Permit to Enter.

Types of Property Agreements

Lease

Required when you need exclusive use of an area of KiwiRail land for a defined period. This includes buildings, fenced areas, depots, or long‑term commercial use.

Licence to Occupy

Used when you need non‑exclusive access to KiwiRail land. Suitable for short‑term occupation or activities that don’t involve permanent structures.

Deed of Grant

Commonly required for utility infrastructure such as cables, pipes, drains, or power lines.
A Deed of Grant provides long‑term rights to install, access, and maintain utility assets on KiwiRail land.

When to Contact the Property Team

You may need a property agreement if your work involves:

  • installing, maintaining, or upgrading utility infrastructure
  • using KiwiRail land for access tracks, haul routes, or laydown areas
  • occupying land for structures, buildings, or fenced areas
  • undertaking long‑term or ongoing activities on KiwiRail property
  • replanting or long‑term land use (e.g. forestry)

A Permit to Enter does not provide land‑use rights.
Property rights must be approved first.

How the Property Team Supports You

The team will:

  • advise which agreement you need
  • assess your proposal
  • prepare the appropriate lease, licence, or grant
  • ensure your activity aligns with KiwiRail safety and operational requirements
  • work alongside the Corridor Access team once your land‑use rights are in place
