Executive Team

Peter re-joined KiwiRail as Chief Executive in August 2022. He had previously held the same position from 2014 to 2018, before holding the role of CEO Fletcher Construction from 2018-2022.
Prior to KiwiRail, Peter was CEO of Downer New Zealand, and then held senior leadership roles with Downer Group in Australia and Singapore, including Board roles on the KeolisDowner Joint Venture operating Yarra Trams in Melbourne, and Gold Coast Light Rail. He has also held senior leadership roles with Todd Energy and Freightways New Zealand. More recently, Peter was Co-Chair of the NZ Government Construction Accord. Peter holds a Bachelor of Commerce from University of Auckland and has completed the CEO programme at Wharton University.

Bevan is a highly experienced infrastructure and transport executive with more than 30 years' leadership across New Zealand's rail, aviation, energy and infrastructure sectors. Prior to this role, Bevan was KiwiRail's City Rail Link programme director and has held senior leadership positions with Auckland Airport, Transpower, Housing New Zealand and Harrison Grierson, leading the delivery of major infrastructure programmes and organisational transformation.

Jason is a senior finance executive with almost 30 years’ experience as a CFO and Senior Finance/Commercial leader. Most recently CFO at New Zealand Steel, Jason has significant operational, commercial and financial leadership exposure in strategic change programmes at Sealord, PGG Wrightson and Auckland International Airport. He also held senior roles at Fonterra during its formative years, including the inaugural Director Global Supply Chain role.

With more 25 years’ experience, Terry began his safety career at DuPont working across petrochemical, mining and large manufacturing companies within New Zealand, Australia, and internationally. Terry has managed large safety teams at major companies including Goodman Fielder, Fonterra, NZ Post, The Warehouse Group and Woolworths Supermarkets Australia. He also served as Director of H&S Advisory Services at Simpson Grierson and has run his own consultancy. Across these roles he has developed and supported the implementation of Safety, Health & Wellbeing strategy, governance and assurance with a strong focus on critical HSW risk management.

Suzie joined KiwiRail as Chief People and Culture Officer in October 2025. She was previously Director People and Culture for the Operations division at Fonterra, across the 9000 employees in manufacturing, supply chain, global functions of food safety and quality and health and safety, and engineering and technical. Suzie has held senior people and culture roles in New Zealand and internationally, including a regional leadership role based in Amsterdam covering Africa, the Middle East, Europe, North Asia and the Americas. She has extensive experience in growing leaders and succession planning, talent management, employee relations, union engagement, and cultural transformation. Suzie is passionate about creating environments where people thrive and brings strong operational experience working with large, complex teams in commercial and supply chain settings.

Vanessa brings extensive experience from General Counsel, Strategy and Operational executive roles in infrastructure and services organisations with experience in listed, private and state-owned enterprise companies, Crown entities, and regulators in New Zealand and the United Kingdom.
She is experienced in telecommunications, infrastructure, energy, health and insurance and financial wealth management sectors. She’s played significant roles in designing and delivering major enterprise change and commercial results within complex internal, external, regulatory and competitive environments.
Vanessa joined KiwiRail in late 2023 as general counsel and leading the property business. Her role now also encompasses enterprise strategy, sustainability, change, regulatory, stakeholder and communications.

Duncan was appointed Chief Operations Officer at KiwiRail in January 2026. In this role, Duncan is responsible for the leadership across KiwiRail’s Rail & Ferry operations, ensuring safe, reliable, and efficient delivery of rail and ferry services for both freight and passenger customers.
Previously, Duncan served as Interislander Executive General Manager, where he oversaw the operational performance of the Interislander ferries, including marine engineering, shipping operations, customer services, and shore-side logistics. His focus was on delivering an excellent experience for Interislander’s diverse customer base of domestic and international passengers and freight customers (rail and commercial vehicles).
Duncan joined KiwiRail in March 2023 and brings extensive leadership experience from senior positions in the New Zealand Army and the wider New Zealand Defence Force.

Siva is a civil engineer, Fellow of Engineering New Zealand and senior infrastructure executive with more than 25 years’ experience across rail, transport infrastructure, engineering and construction.
As KiwiRail’s Chief Infrastructure Officer, Siva leads the stewardship and performance of New Zealand’s national rail infrastructure, bringing together engineering and asset management, environmental management, infrastructure delivery, network planning, digital engineering and long-term network resilience. He also serves as KiwiRail’s Safety Liaison Officer, acting as the principal interface with the rail safety regulator and supporting the assurance of KiwiRail’s licensed rail activities.
Prior to this role, Siva served as KiwiRail’s Chief Operations Officer, leading its nationwide operations. He joined KiwiRail in 2015 following an extensive career in consulting and contracting across the roading, construction, civil and structural engineering sectors.

Adele joined KiwiRail in August 2023 in the new role of Chief Customer and Growth Officer. Adele is an experienced senior leader who spent six years as head of the export business unit for Fonterra Brands New Zealand. Prior to that, she was global General Counsel for Fonterra’s consumer and foodservice business and has held roles in top tier law firms in New Zealand and the United Kingdom.
